U.S. Army Mobile Protected Firepower (MPF) Program Update

When we last checked in with the U.S. Army’s Mobile Protected Firepower (MPF) program—an effort to quickly field a new light tank lightweight armored vehicle with a long-range direct fire capability—Request for Proposals (RFPs) were expected by November 2017 and the first samples by April 2018. It now appears the first MPF prototypes will not be delivered before mid-2020 at the earliest.

According to a recent report by Kris Osborn on Warrior Maven, “The service expects to award two Engineering Manufacturing and Development (EMD) deals by 2019 as part of an initial step to building prototypes from multiple vendors, service officials said. Army statement said initial prototypes are expected within 14 months of a contract award.”

Part of the delay appears to stem from uncertainty about requirements. As Osborn reported, “For the Army, the [MPF} effort involves what could be described as a dual-pronged acquisition strategy in that it seeks to leverage currently available or fast emerging technology while engineering the vehicle with an architecture such that it can integrate new weapons and systems as they emerge over time.”

Among the technologies the Army will seek to integrate into the MPF are a lightweight, heavy caliber main gun, lightweight armor composites, active protection systems, a new generation of higher-resolution targeting sensors, greater computer automation, and artificial intelligence.

Osborn noted that

the Army’s Communications Electronics Research, Development and Engineering Center (CERDEC) is already building prototype sensors – with this in mind. In particular, this early work is part of a longer-range effort to inform the Army’s emerging Next-Generation Combat Vehicle (NGCV). The NGCV, expected to become an entire fleet of armored vehicles, is now being explored as something to emerge in the late 2020s or early 2030s.

These evolving requirements are already impacting the Army’s approach to fielding MPF. It originally intended to “do acquisition differently to deliver capability quickly.” MPF program director Major General David Bassett declared in October 2017, “We expect to be delivering prototypes off of that program effort within 15 months of contract award…and getting it in the hands of an evaluation unit six months after that — rapid!

It is now clear the Army won’t be meeting that schedule after all. Stay tuned.

U.S. Army Solicits Proposals For Mobile Protected Firepower (MPF) Light Tank

The U.S. Army recently announced that it will begin soliciting Requests for Proposal (RFP) in November to produce a new lightweight armored vehicle for its Mobile Protected Firepower (MPF) program. MPF is intended to field a company of vehicles for each Army Infantry Brigade Combat Team to provide them with “a long-range direct-fire capability for forcible entry and breaching operations.”

The Army also plans to field the new vehicle quickly. It is dispensing with the usual two-to-three year technology development phase, and will ask for delivery of the first sample vehicles by April 2018, one month after the RFP phase is scheduled to end. This will invariably favor proposals using existing off-the-shelf vehicle designs and “mature technology.”

The Army apparently will also accept RFPs with turret-mounted 105mm main guns, at least initially. According to previous MFP parameters, acceptable designs will eventually need to be able to accommodate 120mm guns.

I have observed in the past that the MPF is the result of the Army’s concerns that its light infantry may be deprived of direct fire support on anti-access/area denial (A2/AD) battlefields. Track-mounted, large caliber direct fire guns dedicated to infantry support are something of a doctrinal throwback to the assault guns of World War II, however.

There was a noted tendency during World War II to use anything on the battlefield that resembled a tank as a main battle tank, with unhappy results for the not-main battle tanks. As a consequence, assault guns, tank destroyers, and light tanks became evolutionary dead-ends in the development of post-World War II armored doctrine (the late M551 Sheridan, retired without replacement in 1996, notwithstanding). The Army has been reluctant to refer to MPF as a light tank, but as David Dopp, the MPF Program Manager admitted, “I don’t want to say it’s a light tank, but it’s kind of like a light tank.” He went on to say that “It’s not going toe to toe with a tank…It’s for the infantry. It goes where the infantry goes — it breaks through bunkers, it works through targets that the infantry can’t get through.”

Major General David Bassett, program executive officer for the Army’s Ground Combat Systems concurred. It will be a tracked vehicle with substantial armor protection, Bassett said, “but certainly not what you’d see on a main battle tank.”

It will be interesting to see what the RFPs have to offer.

As the U.S. Army ponders its Multi-Domain Battle concept for future warfare, it is also considering what types of weapons it will need to conduct it. Among these is a replacement for the venerable M1 Abrams Main Battle Tank (MBT), which is now 40 years old. Recent trends in combat are leading some to postulate a next-generation MBT that is lighter and more maneuverable, but equipped with a variety of new defensive capabilities to make them more survivable against modern anti-tank weapons. These include electronic jamming and anti-missile missiles, collectively referred to as Active Protection Systems, as well as unmanned turrets. Manned vehicles will be augmented with unmanned ground vehicles.The Army is also exploring new advanced composite armor and nanotechnology.

Also under consideration are replacements for the traditional MBT long gun, including high-power lasers and railguns. Some of these could be powered by hydrogen power cells and biofuels.

As the U.S. looks toward lighter armored vehicles, some countries appear to going in the other direction. Both Russia and Israel are developing beefed-up versions of existing vehicles designed specifically for fighting in urban environments.

The strategic demands on U.S. ground combat forces don’t allow for the luxury of fielding larger combat vehicles that complicate the challenge of rapid deployment to face global threats. Even as the historical trend toward increasing lethality and greater dispersion on the battlefield continues, the U.S. may have little choice other than to rely on technological innovation to balance the evolving capabilities of potential adversaries.

U.S. Army Moving Forward With Mobile Protected Firepower (MPF) Program

Steven Miller of Shephard Media reports that the U.S. Army is moving forward with its assault gun light tank Mobile Protected Firepower (MPF) program. He quotes Colonel William Nuckols, director of the Mounted Requirements Division at the U.S. Army Maneuver Center if Excellence, “As of today, [MPF] is not an ‘interim’ solution. BOIP [fielding numbers] have been determined and set. Again, as of today, every [Infantry Brigade Combat Team (IBCT)] will get a company of MPF.” Miller writes “This would see a production requirement of around 500 if the Army National Guard IBCTs, war reserves, prepositioned stocks and training needs are included.”

What has not been determined, however, is exactly which vehicle this will be, nor the specific capabilities it will have. The MPF program is part of the Army’s Combat Vehicle Modernization Strategy to remedy shortfalls in IBCT lethality and mobility in the short-term with off-the-shelf solutions. The Army is exploring trade-offs with potential manufacturers between rapid fielding, reduced price and reduced risk, and the potential for future upgrades in capabilities. It intends to finalize the program’s Capability Development Document (CDD) for approval in May 2017.

Since the MPF is intended to provide direct fire support, lethality is the prime desired capability, according to Nuckols, This is manifested in the requirement for the MPF vehicle to mount a 120mm gun, although the Army is willing to accept a 105mm gun initially. Since the Army also wants to be able to deploy two MPF vehicles by C-17 air transport, this will limit the vehicle to approximately 40 tons, or medium-weight. The Army would like the vehicle to be capable of insertion via air-drop, but since the need for direct fire support for all IBCTs is deemed more important, this likely won’t be a demand.

Nuckols suggested to Miller that the MPF “would have 15% inherent growth capacity in the platform to accept new capabilities down the road.” This would include the addition of an active protection system (APS), which has become de rigueur for modern armored vehicles. In fact, it is a bit of a surprise that the Army is even willing to field the MPF initially without it.

Off-The-Shelf Options

The Army wants the MPF sooner rather than later, so it is pursuing acquisition of off-the-shelf technology. So far, the likely candidates are General Dynamics Land System’s Griffin Technology Demonstrator and British Aerospace Engineering (BAE) Systems’ M8 Armored Gun System.

The M8 was originally designed in the 1990s as a replacement for the Army’s M551 Sheridan light tank used by airborne forces. It has a crew of three and an automatic gun-loading system. Modular armor gives it a weight of between 19 and 24 tons depending on options, which would make it air-dropable and up to three could fit in a C-17. It only mounts a 105mm gun, however, and BAE Systems plans on upgrading its infrared sight, turret electronics, and powertrain.

The Griffin mates a new lightweight, aluminum-constructed turret mounting a 120mm smoothbore gun on an Ajax Scout Specialist Vehicle chassis, originally designed for the British Army. This configuration weighs in at 28 tons, but the addition of reactive armor and APS would increase the weight. The vehicle is a “conversation starter” and would be modified based on Army feedback.

MPF and Multi-Domain Battle

As I have discussed before, the MPF concept is something of a throwback, as the U.S. Army long ago phased out dedicated direct fire support for its light infantry. The desire to move forward quickly with procurement suggests a serious concern that Army light infantry maneuver units might be left without sufficient on-call firepower in anti-access/area denial combat environments. A new article by two U.S. Marine Corps officers expresses a similar concern.

This suggests there might be some doctrinal dissonance at work as the Army and Marine Corps press forward with their Multi-Domain Battle concept. It is not entirely clear whether the Army intends for MPF to be just dedicated mobile firepower support, or if it is actually adding organic light/medium-weight tank companies to its IBCTs, or maybe both. Historically, anything that looks like a tank, even if not designed for tank combat, invariably gets pressed into that role, usually with less than happy results.

It is also interesting that the Army does not appear to be seeking a cross-domain fire solution to the problem. This could be because of the newness of the Multi-Domain Battle concept, or it might be due to some ambiguity of the role of light infantry on future battlefields. With the trend clearly shifting toward greater jointness and cross-domain targeting, it would seem odd for light infantry to be going in another direction.
