Human Factors In Warfare: Diminishing Returns In Combat

One of the basic problems facing military commanders at all levels is deciding how to allocate available forces to accomplish desired objectives. A guiding concept in this sort of decision-making is economy of force, one of the fundamental and enduring principles of war. As defined in the 1954 edition of U.S. Army Field Manual FM 100-5, Field Service Regulations, Operations (which Trevor Dupuy believed contained the best listing of the principles):

Economy of Force

Minimum essential means must be employed at points other than that of decision. To devote means to unnecessary secondary efforts or to employ excessive means on required secondary efforts is to violate the principle of both mass and the objective. Limited attacks, the defensive, deception, or even retrograde action are used in noncritical areas to achieve mass in the critical area.

How do leaders determine the appropriate means for accomplishing a particular mission? The risk of failing to assign too few forces to a critical task is self-evident, but is it possible to allocate too many? Determining the appropriate means in battle has historically involved subjective calculations by commanders and their staff advisors of the relative combat power of friendly and enemy forces. Most often, it entails a rudimentary numerical comparison of numbers of troops and weapons and estimates of the influence of environmental and operational factors. An exemplar of this is the so-called “3-1 rule,” which holds that an attacking force must achieve a three to one superiority in order to defeat a defending force.

Through detailed analysis of combat data from World War II and the 1967 and 1973 Arab-Israeli wars, Dupuy determined that combat appears subject to a law of diminishing returns and that it is indeed possible to over-allocate forces to a mission.[1] By comparing the theoretical outcomes of combat engagements with the actual results, Dupuy discovered that a force with a combat power advantage greater than double that of its adversary seldom achieved proportionally better results than a 2-1 advantage. A combat power superiority of 3 or 4 to 1 rarely yielded additional benefit when measured in terms of casualty rates, ground gained or lost, and mission accomplishment.

Dupuy also found that attackers sometimes gained marginal benefits from combat power advantages greater than 2-1, though less proportionally and economically than the numbers of forces would suggest. Defenders, however, received no benefit at all from a combat power advantage beyond 2-1.

Two human factors contributed to this apparent force limitation, Dupuy believed, Clausewitzian friction and breakpoints. As described in a previous post, friction accumulates on the battlefield through the innumerable human interactions between soldiers, degrading combat performance. This phenomenon increases as the number of soldiers increases.

A breakpoint represents a change of combat posture by a unit on the battlefield, for example, from attack to defense, or from defense to withdrawal. A voluntary breakpoint occurs due to mission accomplishment or a commander’s order. An involuntary breakpoint happens when a unit spontaneously ceases an attack, withdraws without orders, or breaks and routs. Involuntary breakpoints occur for a variety of reasons (though contrary to popular wisdom, seldom due to casualties). Soldiers are not automatons and will rarely fight to the death.

As Dupuy summarized,

It is obvious that the law of diminishing returns applies to combat. The old military adage that the greater the superiority the better, is not necessarily true. In the interests of economy of force, it appears to be unnecessary, and not really cost-effective, to build up a combat power superiority greater than two-to-one. (Note that this is not the same as a numerical superiority of two-to-one.)[2] Of course, to take advantage of this phenomenon, it is essential that a commander be satisfied that he has a reliable basis for calculating relative combat power. This requires an ability to understand and use “combat multipliers” with greater precision than permitted by U.S. Army doctrine today.[3] [Emphasis added.]

The U.S. Army’s Theory of Warfare…?

TP 525-3-1Last week, I touched on the ongoing effort by the U.S. Army to assess the nature of Russian advances in military technology and how they might affect the nature of combat on future battlefields. In a previous post, I highlighted that the Army’s preliminary conclusions about changes in near-future ground combat were being challenged by the other armed services in the context of debates over the next fiscal year U.S. military budget.

According to recently-confirmed Secretary of the Army, Eric Fanning, in order to persuade its critics, the Army needs to a better job of explaining the role it plays. “What I would have to do first of all is… tell the Army story… and the reason to do that is to make sure that the Army is properly resourced.”

Nadia Schadlow, a senior program officer at the Smith Richardson Foundation, pushed back against the idea that the Army needs a better narrative. She contends that the Army has already developed a theory of warfare that spells out how it believes near and medium-term wars will be fought and that it is now up to the critics to explain what aspects of this theory they object to and why.

Schadlow sketched out the U.S. Army’s current theory of warfare as it has been explained by senior Army leaders and in doctrinal publications.

The Army view is that conflicts in the future, like those in the past, will ultimately be resolved on land. Army forces will be essential components of joint operations to create sustainable political outcomes while defeating enemies and adversaries who challenge U.S. advantages in all domains: land, air, maritime, space, and cyberspace. Army contributions to joint operations provide multiple options to civilian and military leaders. These capabilities include tailorable and scalable combinations of special operations and conventional forces, regionally aligned and globally responsive combined arms teams, and foundational theater capabilities to enable joint operations.

The notion of a military service defining its own theory of warfare—as opposed to adopting a general theory of warfare—is an interesting one. [Schadlow drew the paragraph above from TRADOC Pamphlet 525-3-1 The U.S. Army Operating Concept 2020-2040: Win in a Complex World (2014)] Schadlow referenced a recent article by U.S. Army Major Robert Chamberlain that assessed the German Army’s theory of warfare in the context of its military defeat at Verdun in 1916. Chamberlain defines a theory of warfare as

[A] description of how a military intends to produce strategic outcomes. In making a decision to apply a military remedy to a strategic problem, one employs a theory of warfare to determine how and if the proposed solution will work. In the modern world, the development of grand strategy often receives theories of warfare as a given. Due to the time and expense required to develop and train a modern military, the strategic decision-makers are bound by the military capabilities and doctrine that exist when they assume power.

He spelled out what a theory of warfare does for a military organization.

A theory of warfare provides the ordering principles of a military whether made explicit or not. It is a description of the strategic environment, of what the military is, and how it applies itself against an adversary. Everything else that a military does—how it dresses, organizes itself, procures equipment, imposes discipline, generates force, sees terrain, treats captured enemies, deals with civilians, and so forth—is largely a function of how it defines and achieves  success in war.

Chamberlain’s definition for a theory of warfare is idiosyncratic and he does not make reference to the very large body of existing scholarship on warfare theory. It sounds a good deal more like an operating concept rather than a general theory of warfare. Schadlow’s definition is also problematic in that it seems like a self-referential description of how the U.S. conceptualizes the contemporary operating environment and the tasks the Army carries out as part of the overall joint force responsibilities. She twice cites the Army’s contention that future conflicts will be ultimately decided on land, but does not explain why. An Army theory of warfare would be more compelling if it also explained warfare in the other domains, not just on the ground.

Nevertheless, theories and theorizing are useful exercises in critical thinking. Even if Chamberlain’s concept does not rise to the level of a theory of warfare, it does show that effort is being made within the U.S. military to break down these ideas into their constituent parts and rethink how they work together. This is a subject I plan to return to in the near future.

What Is The Best List Of The Principles Of War?

FM 100-5 Operations (1954)When historian and pundit James Jay Carafano called for the U.S. defense community to refocus on the classic principles of war, he did not specify whose list should be adopted. A quick check reveals several such lists, some with vastly different concepts reflecting different national and temporal experiences.

I suspect debates over the lists and each principle could very well spark a new academic sub-discipline. (Let the wild rumpus start!) Interestingly enough, Trevor N. Dupuy considered the 1954 edition of the U.S. Army’s Field Manual FM 100-5, Field Service Regulations, Operations to have the best official summary of the principles of war. That list is offered for consideration below:

Section I. PRINCIPLES OF WAR

  1. General

The principles of war are fundamental truths governing the prose­cution of war. Their proper application is essential to the exercise of command and to successful conduct of military operations. The degree of application of any specific principle will vary with the situation and the application thereto of sound judgment and tactical sense.

  1. Objective

Every military operation must be directed toward a decisive, obtain­able objective. The destruction of the enemy’s armed forces and his will to fight is the ultimate military objective of war. The objective of each operation must contribute to this ultimate objective. Each intermediate objective must be such that its attainment will most directly, quickly, and economically contribute to the purpose of the operation. It must permit the application of the maximum means available. Its selection must be based upon consideration of means available, the enemy, and the area of operations. Secondary objectives of any operation must contribute to the attainment of the principal objective.

  1. Offensive

Only offensive action achieves decisive results. Offensive action permits the commander to exploit the initiative and impose his will on the enemy. The defensive may be forced on the commander, but it should be deliberately adopted only as a temporary expedient while awaiting an opportunity for offensive action or for the purpose of economizing forces on a front where a decision is not sought. Even on the defensive the commander seeks every opportunity to seize the initiative and achieve decisive results by offensive action.

  1. Simplicity

Simplicity must be the keynote of military operations. Uncomplicated plans clearly expressed in orders promote common understanding and intelligent execution. Even the most simple plan is usually difficult to execute in combat. Simplicity must be applied to organization, methods, and means in order to produce orderliness on the battlefield.

  1. Unity of Command

The decisive application of full combat power requires unity of command. Unity of command obtains unity of effort by the coordi­nated action of all forces toward a common goal. Coordination may be achieved by direction or by cooperation. It is best achieved by vesting a single commander with requisite authority. Unity of effort is furthered by willing and intelligent cooperation among all elements of the forces involved. Pearl Harbor is an example of failure in or­ganization for command. See appendix II.

  1. Mass

Maximum available combat power must be applied at the point of decision.Mass is the concentration of means at the critical time and place to the maximum degree permitted by the situation. Proper application of the principle of mass, in conjunction with the other prin­ciples of war, may permit numerically inferior forces to achieve deci­sive combat superiority. Mass is essentially a combination of man­power and firepower and is not dependent upon numbers alone; the effectiveness of mass may be increased by superior weapons, tactics, and morale.

  1. Economy of Force

  1. Maneuver

Maneuver must be used to alter the relative combat power of military forces.Maneuver is the positioning of forces to place the enemy at a relative disadvantage. Proper positioning of forces in relation to the enemy frequently can achieve results which otherwise could be achieved only at heavy cost in men and material. In many situations maneuver is made possible only by the effective employment of firepower.

  1. Surprise

Surprise may decisively shift the balance of combat power in favor of the commander who achieves it.It consists of striking the enemy when, where, or in a manner for which he is unprepared. It is not essential that the enemy be taken unaware but only that he becomes aware too late to react effectively. Surprise can be achieved by speed, secrecy, deception, by variation in means and methods, and by using seemingly impossible terrain: Mass is essential to the optimum exploitation of the principle of surprise.

  1. Security

Security is essential to the application of the other principles of war.It consists of those measures necessary to prevent surprise, avoid annoyance, preserve freedom of action, and deny to the enemy information of our forces. Security denies to the enemy and retains for the commander the ability to employ his forces most effectively.

The Timeless Verities of Combat

Understanding WarJames Jay Carafano, historian and Vice President for Foreign and Defense Policy at the Heritage Foundation, recently issued a call for the U.S. defense community to back off debates over “the latest doctrinal flavor of the month” and return to a focus on the classic principles of war. “Most modern military doctrine should be scrapped,” Carafano wrote. “The Pentagon would be far better served if our military thinkers got back to the basics and taught the principles of war—and little more.”

The principles of war are a list of basic concepts of warfare distilled from the writings of mostly Western military leaders and theorists that had become commonly accepted by the late 18th century, more or less. They vary in number depending on who’s list is consulted, but U.S. Army doctrine currently recognizes nine: Objective, Offensive, Mass, Economy of Force, Maneuver, Unity of Command, Security, Surprise, and Simplicity.

In 1987, Trevor N. Dupuy published what he termed “the timeless verities of combat.” These were a list of thirteen “unchanging operational features or concepts” based upon his previous twenty-five years of empirical research into a fundamental aspect of warfare, the nature of combat. He did not intend for these verities to substitute for the principles of war, but did believe that they were related to them. Dupuy asserted that the verities “describe certain fundamental and important aspects of warfare, which, despite constant changes in the implements of war, are almost unchanging because of war’s human component.”[1]

  1. Offensive action is essential to positive combat results.
  2. Defensive strength is greater than offensive strength.
  3. Defensive posture is necessary when successful offense is impossible.
  4. Flank and rear attack is more likely to succeed than frontal attack.
  5. Initiative permits application of preponderant combat power.
  6. Defender’s chances of success are directly proportional to fortification strength.
  7. An attacker willing to pay the price can always penetrate the strongest defenses.
  8. Successful defense requires depth and reserves.
  9. Superior Combat Power Always Wins.
  10. Surprise substantially enhances combat power.
  11. Firepower kills, disrupts, suppresses, and causes dispersion.
  12. Combat activities are always slower, less productive, and less efficient than anticipated.
  13. Combat is too complex to be described in a single, simple aphorism.
